Road to the Community Plan


We understand that community development does not often happen on private land trusts. We are dynamic individuals seeking community in all forms, including our urban districts and neighborhoods.

Creating a community plan for a wider audience requires a different approach than one for a small group of people agreeing to the same intentions. We must create a strategy that is engaging and clear defined.

This free toolkit, Road to the Community Plan, outlines a path towards that strategic engagement and is based on research conducted on behalf of Macalester-Groveland Community Council and the City of Saint Paul, MN, and supported by the Kris Nelson Community-Based Research Program, a program of the Center for Urban and Regional Affairs (CURA) at the University of Minnesota.

The Road to a Community PlanThe Road to the Community Plan is a toolkit, “intended to offer best practices & insights to guide the conversation between district councils & their respective communities as they develop their own unique approaches to the community plan. Users are encouraged to interpret & utilize these tools as they see fit.

The information on the ‘Road Map’ is a result of research conducted through a literature review of community planning best practices & plan elements, focus group interviews of district council staff, individual interviews of community organizations & personal observations of MGCC leadership meetings. This companion guide also includes documentation of the aforementioned process & will be of particular interest to district councils & community members seeking additional information.”
